East Texas MUD: Notice of Rate & Fee Adjustments

Effective Date: December Billing Statement

The East Texas Municipal Utility District Board of Directors is issuing this notice of an upcoming across-the-board adjustment to baseline rates, usage tiers, and administrative fees, taking effect on your December billing statement. Following public meetings held to discuss ETMUD's operational costs and long-term needs, this adjustment ensures the continued delivery of safe, reliable water and wastewater service across our community.

Unprecedented inflation remains the primary driver behind this change. Over recent years, the rise operating costs have far outpaced the rise in ETMUD's revenues, with prices for mandatory treatment chemicals, continuous power generation, and specialized repair machinery rising tremendously.

Additionally, ETMUD must address critical infrastructure originally installed over 80 years ago. Following the recent defeat of the bond initiative, essential replacements for decaying water lines can no longer be delayed and must now be funded directly through operational revenues to prevent main breaks, pressure drops, and boil-water notices.

PUBLIC NOTICE: ADOPTION OF SANITARY SEWER RULES

NOTICE IS HEREBY GIVEN that on September 22, 2026, the Board of Directors of the East Texas Municipal Utility District adopted Resolution No. 2026.09.22.005 and rules prohibiting the discharge of disposable wipes and other non-dispersible materials into the District’s sanitary sewer system.

Prohibited Items & Standards

The rules prohibit any person from flushing or otherwise introducing into plumbing connected directly or indirectly to the District’s sanitary sewer system disposable wipes, wet wipes, baby wipes, personal-hygiene wipes, moist toilet tissue, cleaning or disinfecting wipes, paper towels, facial tissues, sanitary products, diapers, cotton products, rags, cloth, and other solid or fibrous materials that do not readily disperse in water in substantially the same manner as ordinary toilet paper.

PLEASE NOTE: The prohibition applies regardless of whether a product is advertised, packaged, certified, represented, or labeled as “flushable,” “septic safe,” “sewer safe,” “biodegradable,” or by similar terminology.

Penalties & Maintenance Charges

• Civil Penalties: A person who violates the rule is subject to a civil penalty of not more than $500.00 for each violation.

• Recovery Costs: The District may also exercise other remedies authorized by law and may assess a special wastewater system maintenance charge equal to reasonable and documented direct costs when prohibited material originating from a particular property or service connection is reasonably determined to have caused or materially contributed to extraordinary maintenance, a blockage, overflow, equipment malfunction, or damage to District’s wastewater facilities.

Inspection & Effective Date

The full text of the rules is on file at the principal office of the East Texas Municipal Utility District, 12162 State Hwy 155 N., Tyler, Texas 75708, where the rules may be read by any interested person during normal business hours.

If your regular service day is Thursday, your pick up will take place on Friday, and Friday pick ups will take place on Saturday.
